Alfred M. Porth Memorial Award The Alfred M. Porth Memorial Award was established by the MWCEA in 2000 to honor select members of the workers’ compensation community for outstanding commitment to the fair and honest administration of the Maryland workers’ compensation system. 2023 Session Speaker Biographies

WARREN S. ALPERSTEIN, Esq. Mr. Alperstein attended The George Washington University and in 1993 received his Bachelor of Arts in Political Science. From there, Mr. Alperstein continued his education at the University of Baltimore School of Law, where he received his Juris Doctorate in 1996. While in law school Mr. Alperstein began working as a law clerk for the Office of the State’s Attorney for Baltimore City. After graduation, Mr. Alperstein served as a judicial law clerk for the Honorable Joseph P. McCurdy, Jr. in the Circuit Court for Baltimore City. Upon completion of his one-year term as a judicial clerk in 1997, Mr. Alperstein accepted a position as an Assistant State’s Attorney in the Office of the State’s Attorney for Baltimore City, where he prosecuted thousands of cases in the district and circuit court. While in the Misdemeanor Jury Trial Unit, Mr. Alperstein was promoted to the Firearms Investigation Violence Enforcement (FIVE) Unit—a unit responsible for prosecuting shootings and violent gun offenders—and worked in conjunction with the United States’ Attorney’s Office. He was the youngest prosecutor to be promoted to this prestigious unit. The experience, knowledge, and most importantly, the relationships he gained during this time inspires a great sense of pride. Mr. Alperstein credits the many clients and referrals he receives today from court staff, prosecutors, and law enforcement personnel who became familiar with his work during his time with the State’s Attorney’s Office. KELLY BARBEN, BSN, RN, CCM Ms. Barben Barben works as a Senior Nurse Case Manager at First Rehabilitation Resources, which is an Education company with an estimated 26 employees; and founded in 1990. They are part of the Social Work team within the Medical & Health Department and their management level is Manager. Kelly is currently based in Laurel, MD. LYNDSEY BEIDLE MENINGER Ms. Beidle Meninger is the Director of Legal Services at Chesapeake Employer’s Insurance. Lyndsey has been with Chesapeake Employers for the last thirteen years and a member of the Maryland bar since 2009. Lyndsey received her Juris Doctor and Master of Business Administration from University of Baltimore in 2009. She received her Bachelor of Arts from Washington College in 2006. Additionally, Lyndsey is the President of the Board for the Chesapeake Arts Center in Brooklyn Park, Maryland and Chair of the Law Committee for the American Association of State Compensation Insurance Funds (AASCIF). Lyndsey and her husband, Gary, have two daughters, Hadley and Quinn, and reside in Harford County. KENNETH BERMAN, Esq. Mr. Berman is a founding partner of Berman | Sobin | Gross LLP. From Maryland Workers Compensation cases small and large, to multi-million dollar Personal Injury trials, Ken advocates, and consistently achieves winning results, for his clients. Ken has been instrumental in the passage of many pieces of legislation that have expanded the rights of fire fighters as well as other injured workers. He testifies regularly before the state legislature in Annapolis on pending Workers’ Compensation laws. He served on the Maryland Governor’s Study Commission on Workers’ Compensation Legislation and was Chairman of the Workers’ Compensation section of the Maryland Association of Justice. BARRY D. BERNSTEIN, Esq. Mr. Bernstein is a Principal and Vice Chairman of the Firm’s Workers’ Compensation & Employers’ Liability practice group. He represents employers and insurers in all phases of Workers’ Compensation claims in the State of Maryland and the District of Columbia. He regularly represents clients before the Workers’ Compensation Commission and on the appellate level, including the Maryland Court of Special Appeals and Maryland Court of Appeals. Mr. Bernstein also participates in the defense of mass tort asbestos litigation and lead paint cases. He is responsible for administration of cases at all stages of litigation, including trial and at the appellate level. He was selected as a Maryland “Rising Star” by Baltimore Magazine and Maryland Super Lawyers Magazine 2011-2019. SCOTT E. BROWN, M.D., M.A. Dr. Brown is the medical director of the Sinai Rehabilitation Center, Sinai Hospital of Baltimore, and Chairman of the department of Physical Medicine and Rehabilitation for LifeBridge Health. He is board certified in Physical Medicine and Rehabilitation and Electrodiagnostic Medicine, and previously held certifications in Pain Management and as an independent medical examiner. He is a past president of the MWCEA, has contributed to the AMA Guides to the Evaluation of Permanent Impairment, and written and lectured extensively about pain and workers’ compensation. His current clinical focus is the rehabilitation of amputees. ERIC BUCHNER, M.D. Dr. Buchner graduated from the University of Maryland School of Medicine in 2008. He works in Baltimore, MD and 1other location and specializes in Internal Medicine, Physical Medicine & Rehabilitation and Pain Medicine. Dr. Buchner is affiliated with Sinai Hospital Of Baltimore and Northwest Hospital. Dr. Buchner is board certified in Physical Medicine & Rehabilitation. NANCY COURSON COOKE MSBA’s Negligence, Insurance and Workers’ Compensation Section for the 2022-2023 term. MS. Courson Cooke recently served 5 years with the Maryland Labor Relations Board, by appointment of Governor Hogan and also served two three-year terms on the Maryland Workers’ Compensation Appeals Board of the National Council on Compensation Insurance. Nancy serves as Co-Chair for the Workers’ Compensation and Unemployment Insurance committee of the Maryland Chamber of Commerce and is a member of the Maryland Defense Counsel’s Workers’ Compensation section. Nancy successfully argued the Chesson v. Montgomery Mutual cases, involving exposure to mold in the workplace and which joined others in prompting Maryland’s eventual acceptance of the Daubert criteria for the admissibility of scientific evidence, principles and opinions. She is a 1996 graduate of the University of Baltimore School of Law. ERIN N. CORNETT, B.A , M.A.T. Ms. Cornett received her Bachelor of Arts Degree from the University of Delaware in 2006. She completed her Master of Arts Teaching Degree from The University of Southern California in 2011. Ms. Cornett currently is the Director of People and Culture at Excelsia Injury Care. Formerly the Director of Training and Organizational Development for Advanced Medical Management/Multi-Specialty HealthCare, (AMM/MSHC), a position requiring oversight and participation in the orientation, training, and ongoing professional development of some 250 team members. She is also responsible for the creation and development of promotional and marketing content as well as oversight of the organizations’ online presence. Her background in secondary education and coaching have equipped her with a unique perspective in carrying out her professional duties. THERESA CORNISH Ms. Cornish joined the Maryland Workers’ Compensation Commission in January 2012. She holds a degree in Marketing from Iona College in New Rochelle, NY. In addition to her experience with the Commission, Ms. Cornish has over 35 years of experience working in the insurance and banking industry; and holds a life insurance agent license in Maryland and New York. SARAH CUNNINGHAM, BS, WCP Ms. Cunningham, WCP, Claims Supervisor with Chesapeake Employers’ Insurance. Sarah joined Chesapeake Employers in 2011. Previously, Sarah worked for Delaware North managing events at Oriole Park at Camden Yards. Sarah earned a bachelor’s degree in Communication Studies from Towson University, with a focus in Organizational Communication/Training and Development.

MICHAEL H. DANEY, Esq. Mr. Daney, a founding partner of Godwin, Erlandson, & Daney, LLC, is an AV rated trial attorney and focuses his practices on defending employers, insurance carriers, self-insured entities and government entities with workers’ compensation claims in Maryland and the District of Columbia. Mr. Daney is a graduate of the University of Delaware, with a Bachelor of Science in Business Administration and received a J.D. from the University of Kentucky School of Law. Mr. Daney is an active leader and participant in a variety of community activities and currently serves as Chairman of the Harford County Personnel Advisory Board. Mr. Daney was recognized with the John McGrain Memorial Award (2012), Daily Record Leadership in Law Award (2006), and the Paul Harris Fellow Award (2003), as well as, being an AV Trial Lawyer (2004). MATT DRZIK, MS, CWPE Mr. Drzik has been practicing Industrial Rehabilitation for over 17 years. He graduated from West Virginia University in 1995 with a Master’s in Exercise Physiology. Since then, he has worked in a variety of industrial medicine clinical settings, as well as working extensively outside of the clinical setting directly with employers and injured workers at their workplace. He is a Certified Work Performance Evaluator, Certified Work Capacity Evaluator, and has worked with local and national companies to provide various injury prevention services. He works at REHAB AT WORK providing traditional clinical industrial rehabilitation, Functional Capacity Evaluations, work-site injury prevention and return to work programs, and expert testimony. REHAB AT WORK provides comprehensive outpatient Physical Therapy, Occupational Therapy and Industrial Rehabilitation in Maryland, DC and Virginia. STEPHANIE DUBICKI, CRC, MCRP Ms. Dubicki, CRC, MCRSP Vocational Rehabilitation Counselor with Allegiant Managed Care Stephanie began working with Allegiant Managed Care in 2021. Stephanie has been working as a vocational rehabilitation counselor since 2003 working for various companies in the industry including Restore Rehabilitation. Stephanie also worked for the public State of Maryland vocational rehabilitation agency, DORS, for 3 years during that time. Stephanie has a master’s degree in Rehabilitation Counseling from George Washington University. She also earned a bachelor’s degree in English and Foreign Language (Spanish) from St. Mary’s College of Maryland. SARA El-SHALL, Esq. EVANS Commissoner Evans received her Bachelor of Arts from the University of Maryland in 1979 and earned her Juris Doctorate from the University of Baltimore Law School in 1982. She comes to the Commission from the Office of the State’s Attorney for Anne Arundel County, Maryland where she worked as a prosecutor from 2007 until 2015. She is a member of the Maryland State Bar Association, the Maryland State’s Attorneys’ Association, Women’s Bar Association and the American Bar Association, to name a few.Commissioner Evans also actively participates in many business and civic organizations and has been the recipient of numerous awards for her work as a prosecutor.

BRIAN J. FELDMAN, MARYLAND STATE SENATOR Senator Feldman represents the 15th Legislative District in the Maryland State Senate. He is a member of the Senate Finance Committee, chairing its Health Subcommittee and, most recently, was appointed as the Senate Chair of the newly formed Maryland Health Insurance Coverage Protection Commission. Brian also serves as the Senate Chair of the Joint Committee on Federal Relations, Co-chair of the Task Force to Study Family and Medical Leave Insurance and is a member of the Maryland Economic Development Commission. Nationally, as a member of the National Conferences of State Legislators, he serves as Vice Chair of the Communications, Financial Services and Interstate Commerce Committee. COMMISSIONER JAMES R. FORRESTER Commissioner Forrester, a graduate of Randolph-Macon College, earned his Master’s in Business Administration in 1995 from the University of Baltimore’s Merrick School of Business, and his Juris Doctor in 1998 from the University of Baltimore School of Law. In 1999, he joined the Law Offices of Ileen M. Ticer as an Associate Claims Attorney, and thereafter, worked with Semmes Bowen & Semmes, P.C. in the Workers’ Compensation and Employers’ Liability practice groups. He was named a Principal in 2009. Throughout his years in legal practice, Commissioner Forrester has concentrated in workers’ compensation law and has appeared before all levels of the judiciary in the State of Maryland. He served as President and Member of the Executive Board of the Baltimore Claims Association as well as the Co-Chair of the Workers’ Compensation Section of the Maryland Defense Counsel. Commissioner Forrester’s term began in July 2018. AMY FOSTER, Esq. Ms. Foster (nee Ticer) has been working in the workers’ compensation field for over 10 years. Her practice has focused on the defense on employers and insurers. Though currently practicing only in Maryland, Amy has previously handled cases before the District of Columbia’s Office of Workers’ Compensation and Office of Hearings and Adjudications representing clients in workers’ compensation claims. Amy is currently serving in a public capacity, representing the Maryland-National Capital Park and Planning Commission in their workers’ compensation matters. In addition, she handles employment litigation to include unemployment matters, internal appeals, EEOC and Maryland Human Rights Commission matters. In addition to representing her clients in the defense of workers’ compensation matters, Amy has participated with the Maryland Defense Counsel’s Workers’ Compensation Committee. She has previously drafted Amicus Curiae briefs on MDC’s behalf in matters affecting the workers’ compensation community as a whole. Amy graduated from Gettysburg College with a degree in Business Administration and a minor in Art History in 2007. She graduated from the University of Baltimore School of Law in 2010. FATIMA H. GARLAND, A.A.G. Ms. Garland currently serves as an Assistant County Attorney at Montgomery County Maryland based in Rockville, Maryland. Previously, Fatima was an Associate at GodwinTirocchi. Ms. Garland has a B.A., from the University of Virginia (2003); J.D., Benjamin N. Cardozo School of Law, Yeshiva University (2006). ROBERT GARZA, Esq. Inspired by his family to pursue a career in law, Mr. Garza became a licensed attorney in December 2013. He worked for the Office of the Public Defender as a volunteer attorney before joining CHASENBOSCOLO in February 2015. Robert graduated from the University of Maryland with a Bachelor of Arts degree in criminology and criminal justice. He went on to receive his Juris Doctor from the University of Baltimore School of Law. Robert considers it his duty as an attorney to protect people who have been injured, to make sure they get everything they’re entitled to under the law and to help them reclaim what they need to become whole again. He’s most proud of the time he helped an injured courier get lifetime wage loss benefits after he injured his back while lifting heavy items on the job. EDWARD W. GOLDSMITH, A.A.G. Mr. Goldsmith is an Assistant Attorney General for the state of Maryland. For the past decade he has worked for the Subsequent Injury Fund. Previously he was a senior trial attorney in the staff counsel office of the CNA Insurance Companies, where he was the Workers’ Compensation coordinator for Maryland. Before that he worked for three years on the claimants’ side handling automobile, general negligence and Workers’ Compensation cases for a small plaintiffs’ firm. He has presented across the state on Workers’ Compensation and Subsequent Injury Fund law at conferences and other venues, including the annual conference of the Workers’ Compensation Commission, the Maryland Institute for Continuing Professional Education of Lawyers (MICPEL), the Maryland State Bar Association and presentations to Circuit Court judges for the City of Baltimore and the Maryland Judicial Institute. He also participated in updating the Maryland Civil Pattern Jury Instructions as a member of the Workers’ Compensation Jury Instruction Sub-Committee. He received his bachelor’s degree from Florida State University and his J.D. from Boston University School of Law. MATTHEW GORDON, Esq. Mr. Gordon joined the Law Offices of Mitchel M. Gordon as an attorney in 2008. Along with his brother Bobby, Matt received his J.D. from the University of Baltimore School of Law and graduated cum laude. In his final year of law school, Matt interned at the Office of the State’s Attorney for Baltimore City. Matt graduated from the University of Maryland, College Park in 2005. Matt represents clients in many different areas of the law, including workers’ compensation, personal injury, disability retirement, criminal, traffic, and more. Mr. Harrison has a degree in Biology from the University of Maryland, College Park and graduated with Honors from the University of Maryland School of Law in 1993. After serving as a Judicial Clerk for the Honorable George W. Bowling in the Circuit Court for Charles County, he became an associate attorney with Smith, Somerville & Case and began practicing in the area of workers’ compensation shortly thereafter. He is an alumni of Cornblatt, Bennett, Penhallegon & Roberson and Semmes, Bowen & Semmes, and also served for four years as an Assistant State’s Attorney in Baltimore City. Mike joined the Office of the Attorney General in 2015 and represents the Uninsured Employers’ Fund in matters before the Commission and the state circuit and appellate courts. COMMISSIONER ASHA J. JEFFERSON Commissioner Jefferson was appointed a member of the Maryland Workers’ Compensation Commission in February 2023. She was born in Oxford, Mississippi. As a toddler, she moved with her parents to Boston, Massachusetts and eventually settled in Teaneck, New Jersey. She is a graduate of Rutgers University (B.A. in Political Science and History) and earned her Juris Doctor from the George Washington University Law School. Immediately after law school she served initially as a judicial clerk to The Honorable Toni E. Clarke and subsequently The Honorable Cathy H. Serrette both of the Circuit Court for Prince George’s County. Commissioner Jefferson began her legal career as an advocate for clients of low and moderate income with civil legal issues involving predatory lending practices, Protection of Homeowners in Foreclosure Act (PHIFA) violations, and other consumer protection issues. She continued as a public servant practicing as an Assistant State’s Attorney with the Office of the State’s Attorney for Baltimore City in various capacities until she was hired as a trial attorney with Chesapeake Employers’ Insurance (formerly the Injured Workers’ Insurance Fund). She has spent her career litigating a broad range of complex cases in both civil and criminal matters. ELLEN JONES, A.A.G Ms. Jones is an Assistant Attorney General for the Subsequent injury Fund. She previously represented clients at Associate Weinberg & Green LLC from 1980-1991. Ms. Jones received her law degree from the University of Maryland School of Law in 1980 and a B.A. from the University of Maryland B.A. 1973-1977.

WENDY KARPEL, Esq. Ms. Karpel concentrates her practice in workers’ compensation litigation and heads the Montgomery County Attorney’s Office’s Workers’ Compensation Unit. She is a graduate of Haverford College and earned her law degree from Tulane University School of Law. Wendy has argued many reported decisions at the Appellate Court and Supreme Court of Maryland and lectured on the topic of workers’ compensation in many venues. She is a full professor at University of Maryland Global Campus, a Past Chair of the MSBA Negligence, Insurance and Workers’ Compensation Section, a Past President of the Maryland State Women’s Bar Association, and a Past Chair of the Maryland Defense Counsel’s Workers’ Compensation Section. Wendy has won the Teacher Recognition Award at UMGC, been included on the Maryland Super Lawyers list, been named by the Daily Record as one of the “Top 100 Women in Maryland,” and been awarded the Maryland Association of Counties’ Recognition Award for all the work that she has done on behalf of counties throughout the state of Maryland. BRIAN KATZENBERG, Esq. Mr. Katzenberg is an associate at Cohen, Snyder, Eisenberg & Katzenberg P.A. where he represents clients involved in matters of workers’ compensation, personal injury, and minor criminal offenses. Mr. Katzenberg is admitted to practice law in the State of Maryland and the United States District Court for the District of Maryland. He is also a member of the Bar Association for Baltimore City, the Maryland State Bar Association, and the Maryland Association for Justice. Mr. Katzenberg earned his Juris Doctor, cum laude, from the University of Maryland School of Law. While at the University of Maryland, Mr. Katzenberg participated in the Workers’ Rights Clinic and received the Ward Kershaw Prize for outstanding work in class-action litigation. In addition, while at the University of Maryland, Mr. Katzenberg worked for the National Labor Relations Board, Region 5 as well as the labor and employment law firm of O’Donoghue & O’Donoghue LLP in Washington D.C. Mr. Katzenberg received his Bachelor’s Degree from the University of Virginia and majored in American Studies. SENATOR DELORES KELLEY , MARYLAND STATE SENATOR Senator Kelley was elected to Maryland’s House of Delegates in 1990 and the Maryland State Senate in 1994, where she represents the 10th Legislative district. She is currently serving in her 4th term in the Maryland State Senate, representing Maryland’s District 10 in Baltimore County. Sam has over 25 years of experience with The Company, to include case management and supervision. She has a Master of Arts Degree in Rehabilitation Counseling, as well as a Bachelor of Arts Degree, both from The University of Maryland/College Park; and national certifications as a Rehabilitation Counselor, Case Manager and Disability Management Specialist. Sam is recognized as a Vocational Expert having provided extensive testimony in such cases, and is intimately familiar with State Workers’ Compensation, and Federal Long-shore requirements, as well as Short and Long Term Disability. COMMISSIONER ALLAN H. KITTLEMAN Commissioner Kittlemean was the eighth county executive for Howard County, Maryland since December 1, 2014. Kittleman previously served as a Maryland State Senator from 2004 to 2014, representing the 9th district covering Howard and Carroll Counties, and was Senate Minority Leader from 2008 to 2011. He also previously served on the Howard County Council from 1998 to 2000. Mr. Kittleman attended Atholton High School in Howard County, Maryland. He earned a bachelor’s degree from the University of Maryland, Baltimore County (UMBC) in 1981 and graduated with honors from the University of Maryland School of Law with a J.D. in 1988 . Mr. Kittleman was admitted to the Maryland Bar in 1988. KATHERINE KLAUSMEIER, MARYLAND STATE SENATOR Senator Klausmeier was born in Baltimore, Maryland, February 22, 1950. Attended The Catholic High School of Baltimore; Essex Community College, A.A., 1971; Towson University. Developed the Child Life Department at St. Joseph Hospital. President, Gunpowder Elementary School PTA, 1987-89, 1991-94 (legislative representative; member, school & business partnership committee). Election Judge, Baltimore County, 1990, 1992.
