BRIAN J. FELDMAN, MARYLAND STATE SENATOR Senator Feldman represents the 15th Legislative District in the Maryland State Senate. He is a member of the Senate Finance Committee, chairing its Health Subcommittee and, most recently, was appointed as the Senate Chair of the newly formed Maryland Health Insurance Coverage Protection Commission. Brian also serves as the Senate Chair of the Joint Committee on Federal Relations, Co-chair of the Task Force to Study Family and Medical Leave Insurance and is a member of the Maryland Economic Development Commission. Nationally, as a member of the National Conferences of State Legislators, he serves as Vice Chair of the Communications, Financial Services and Interstate Commerce Committee. COMMISSIONER JAMES R. FORRESTER Commissioner Forrester, a graduate of Randolph-Macon College, earned his Master’s in Business Administration in 1995 from the University of Baltimore’s Merrick School of Business, and his Juris Doctor in 1998 from the University of Baltimore School of Law. In 1999, he joined the Law Offices of Ileen M. Ticer as an Associate Claims Attorney, and thereafter, worked with Semmes Bowen & Semmes, P.C. in the Workers’ Compensation and Employers’ Liability practice groups. He was named a Principal in 2009. Throughout his years in legal practice, Commissioner Forrester has concentrated in workers’ compensation law and has appeared before all levels of the judiciary in the State of Maryland. He served as President and Member of the Executive Board of the Baltimore Claims Association as well as the Co-Chair of the Workers’ Compensation Section of the Maryland Defense Counsel. Commissioner Forrester’s term began in July 2018. AMY FOSTER, Esq. Ms. Foster (nee Ticer) has been working in the workers’ compensation field for over 10 years. Her practice has focused on the defense on employers and insurers. Though currently practicing only in Maryland, Amy has previously handled cases before the District of Columbia’s Office of Workers’ Compensation and Office of Hearings and Adjudications representing clients in workers’ compensation claims. Amy is currently serving in a public capacity, representing the Maryland-National Capital Park and Planning Commission in their workers’ compensation matters. In addition, she handles employment litigation to include unemployment matters, internal appeals, EEOC and Maryland Human Rights Commission matters. In addition to representing her clients in the defense of workers’ compensation matters, Amy has participated with the Maryland Defense Counsel’s Workers’ Compensation Committee. She has previously drafted Amicus Curiae briefs on MDC’s behalf in matters affecting the workers’ compensation community as a whole. Amy graduated from Gettysburg College with a degree in Business Administration and a minor in Art History in 2007. She graduated from the University of Baltimore School of Law in 2010. FATIMA H. GARLAND, A.A.G. Ms. Garland currently serves as an Assistant County Attorney at Montgomery County Maryland based in Rockville, Maryland. Previously, Fatima was an Associate at GodwinTirocchi. Ms. Garland has a B.A., from the University of Virginia (2003); J.D., Benjamin N. Cardozo School of Law, Yeshiva University (2006). ROBERT GARZA, Esq. Inspired by his family to pursue a career in law, Mr. Garza became a licensed attorney in December 2013. He worked for the Office of the Public Defender as a volunteer attorney before joining CHASENBOSCOLO in February 2015. Robert graduated from the University of Maryland with a Bachelor of Arts degree in criminology and criminal justice. He went on to receive his Juris Doctor from the University of Baltimore School of Law. Robert considers it his duty as an attorney to protect people who have been injured, to make sure they get everything they’re entitled to under the law and to help them reclaim what they need to become whole again. He’s most proud of the time he helped an injured courier get lifetime wage loss benefits after he injured his back while lifting heavy items on the job. DELEGATE CHERYL GLENN, MD HOUSE OF DELEGATES Delegate Glenn was born in Baltimore, Maryland, May 27, 1951. Attended Baltimore City public schools; Western High School, Baltimore, Maryland; Community College of Baltimore County (paralegal studies); George Meany Institute (labor relations). Maryland Political Director, Mid-Atlantic Regional Council of Carpenters, 2004- (lobbyist, 2004-06). Personnel Officer, Baltimore City Public School System, 1974-88. President, City Union of Baltimore, 1988-96. Field representative and lobbyist, Baltimore Teachers Union, 1997-2003. Delegate, Democratic Party National Convention, 2008, 2016. Past member, Baltimore City Democratic Central Committee. Member, Trinity Circles Ministries Church, Hanover, Maryland (secretary & special events coordinator). Married; five children, eight grandchildren.
