EDWARD W. GOLDSMITH, A.A.G. Mr. Goldsmith is an Assistant Attorney General for the state of Maryland. For the past decade he has worked for the Subsequent Injury Fund. Previously he was a senior trial attorney in the staff counsel office of the CNA Insurance Companies, where he was the Workers’ Compensation coordinator for Maryland. Before that he worked for three years on the claimants’ side handling automobile, general negligence and Workers’ Compensation cases for a small plaintiffs’ firm. He has presented across the state on Workers’ Compensation and Subsequent Injury Fund law at conferences and other venues, including the annual conference of the Workers’ Compensation Commission, the Maryland Institute for Continuing Professional Education of Lawyers (MICPEL), the Maryland State Bar Association and presentations to Circuit Court judges for the City of Baltimore and the Maryland Judicial Institute. He also participated in updating the Maryland Civil Pattern Jury Instructions as a member of the Workers’ Compensation Jury Instruction Sub-Committee. He received his bachelor’s degree from Florida State University and his J.D. from Boston University School of Law. MATTHEW GORDON, Esq. Mr. Gordon joined the Law Offices of Mitchel M. Gordon as an attorney in 2008. Along with his brother Bobby, Matt received his J.D. from the University of Baltimore School of Law and graduated cum laude. In his final year of law school, Matt interned at the Office of the State’s Attorney for Baltimore City. Matt graduated from the University of Maryland, College Park in 2005. Matt represents clients in many different areas of the law, including workers’ compensation, personal injury, disability retirement, criminal, traffic, and more. Matt is a member of the Maryland State Bar Association and is licensed to practice law in the state of Maryland. MERISSA E. HALL, Esq. Ms. Hall is an Associate Attorney in Dhs, MD at Erlandson, Vernon & Daney, LLC. Merissa practices in insurance, general practice, domestic violence & neglect. She graduate from the University of Baltimore School of Law in Baltimore, Maryland. J. MICHAEL HARRISON, A.A.G. Mr. Harrison has a degree in Biology from the University of Maryland, College Park and graduated with Honors from the University of Maryland School of Law in 1993. After serving as a Judicial Clerk for the Honorable George W. Bowling in the Circuit Court for Charles County, he became an associate attorney with Smith, Somerville & Case and began practicing in the area of workers’ compensation shortly thereafter. He is an alumni of Cornblatt, Bennett, Penhallegon & Roberson and Semmes, Bowen & Semmes, and also served for four years as an Assistant State’s Attorney in Baltimore City. Mike joined the Office of the Attorney General in 2015 and represents the Uninsured Employers’ Fund in matters before the Commission and the state circuit and appellate courts. COMMISSIONER ASHA J. JEFFERSON Commissioner Jefferson was appointed a member of the Maryland Workers’ Compensation Commission in February 2023. She was born in Oxford, Mississippi. As a toddler, she moved with her parents to Boston, Massachusetts and eventually settled in Teaneck, New Jersey. She is a graduate of Rutgers University (B.A. in Political Science and History) and earned her Juris Doctor from the George Washington University Law School. Immediately after law school she served initially as a judicial clerk to The Honorable Toni E. Clarke and subsequently The Honorable Cathy H. Serrette both of the Circuit Court for Prince George’s County. Commissioner Jefferson began her legal career as an advocate for clients of low and moderate income with civil legal issues involving predatory lending practices, Protection of Homeowners in Foreclosure Act (PHIFA) violations, and other consumer protection issues. She continued as a public servant practicing as an Assistant State’s Attorney with the Office of the State’s Attorney for Baltimore City in various capacities until she was hired as a trial attorney with Chesapeake Employers’ Insurance (formerly the Injured Workers’ Insurance Fund). She has spent her career litigating a broad range of complex cases in both civil and criminal matters. ELLEN JONES, A.A.G Ms. Jones is an Assistant Attorney General for the Subsequent injury Fund. She previously represented clients at Associate Weinberg & Green LLC from 1980-1991. Ms. Jones received her law degree from the University of Maryland School of Law in 1980 and a B.A. from the University of Maryland B.A. 1973-1977.
