WENDY KARPEL, Esq. Ms. Karpel concentrates her practice in workers’ compensation litigation and heads the Montgomery County Attorney’s Office’s Workers’ Compensation Unit. She is a graduate of Haverford College and earned her law degree from Tulane University School of Law. Wendy has argued many reported decisions at the Appellate Court and Supreme Court of Maryland and lectured on the topic of workers’ compensation in many venues. She is a full professor at University of Maryland Global Campus, a Past Chair of the MSBA Negligence, Insurance and Workers’ Compensation Section, a Past President of the Maryland State Women’s Bar Association, and a Past Chair of the Maryland Defense Counsel’s Workers’ Compensation Section. Wendy has won the Teacher Recognition Award at UMGC, been included on the Maryland Super Lawyers list, been named by the Daily Record as one of the “Top 100 Women in Maryland,” and been awarded the Maryland Association of Counties’ Recognition Award for all the work that she has done on behalf of counties throughout the state of Maryland. BRIAN KATZENBERG, Esq. Mr. Katzenberg is an associate at Cohen, Snyder, Eisenberg & Katzenberg P.A. where he represents clients involved in matters of workers’ compensation, personal injury, and minor criminal offenses. Mr. Katzenberg is admitted to practice law in the State of Maryland and the United States District Court for the District of Maryland. He is also a member of the Bar Association for Baltimore City, the Maryland State Bar Association, and the Maryland Association for Justice. Mr. Katzenberg earned his Juris Doctor, cum laude, from the University of Maryland School of Law. While at the University of Maryland, Mr. Katzenberg participated in the Workers’ Rights Clinic and received the Ward Kershaw Prize for outstanding work in class-action litigation. In addition, while at the University of Maryland, Mr. Katzenberg worked for the National Labor Relations Board, Region 5 as well as the labor and employment law firm of O’Donoghue & O’Donoghue LLP in Washington D.C. Mr. Katzenberg received his Bachelor’s Degree from the University of Virginia and majored in American Studies. SENATOR DELORES KELLEY , MARYLAND STATE SENATOR Senator Kelley was elected to Maryland’s House of Delegates in 1990 and the Maryland State Senate in 1994, where she represents the 10th Legislative district. She is currently serving in her 4th term in the Maryland State Senate, representing Maryland’s District 10 in Baltimore County. Senator Kelley holds a PhD, U of MD-College Park; MA, NYU; MA, Purdue U; BA, VA State College. L. SAMANTHA KIELEY, MA, CRC, CDMS, CCM Ms. Kieley is the Vice-President of Operations and the Director of Vocational Case Management of FRR. Sam has over 25 years of experience with The Company, to include case management and supervision. She has a Master of Arts Degree in Rehabilitation Counseling, as well as a Bachelor of Arts Degree, both from The University of Maryland/College Park; and national certifications as a Rehabilitation Counselor, Case Manager and Disability Management Specialist. Sam is recognized as a Vocational Expert having provided extensive testimony in such cases, and is intimately familiar with State Workers’ Compensation, and Federal Long-shore requirements, as well as Short and Long Term Disability. COMMISSIONER ALLAN H. KITTLEMAN Commissioner Kittlemean was the eighth county executive for Howard County, Maryland since December 1, 2014. Kittleman previously served as a Maryland State Senator from 2004 to 2014, representing the 9th district covering Howard and Carroll Counties, and was Senate Minority Leader from 2008 to 2011. He also previously served on the Howard County Council from 1998 to 2000. Mr. Kittleman attended Atholton High School in Howard County, Maryland. He earned a bachelor’s degree from the University of Maryland, Baltimore County (UMBC) in 1981 and graduated with honors from the University of Maryland School of Law with a J.D. in 1988 . Mr. Kittleman was admitted to the Maryland Bar in 1988. KATHERINE KLAUSMEIER, MARYLAND STATE SENATOR Senator Klausmeier was born in Baltimore, Maryland, February 22, 1950. Attended The Catholic High School of Baltimore; Essex Community College, A.A., 1971; Towson University. Developed the Child Life Department at St. Joseph Hospital.
