JAMES MACALISTER, Esq. Mr. MacAlister serves as a trial lawyer at Cohen, Snyder, Eisenberg & Katzenberg P.A., where he handles a high volume of personal injury and workers’ compensation cases. He has briefed and argued appeals in the Court of Appeal of Maryland, the Court of Special Appeals, and the United States Court of Appeals for the Fourth Circuit. Mr. MacAlister is a member of the Maryland Association for Justice (formerly Maryland Trial Lawyers Association), and sat on the Board of Governors and Chaired the Mentoring Committee, the Diversity Committee, and Vice-Chaired the Legislative Committee and the Amicus Committee. He is a member of the Baltimore County Bar Association, lecturer and author of materials for MSBA and former MICPEL courses. He is a member of the Polish Home Club, the Emerald Isle Society and the Maryland German Society. He received a J.D. from the University of Baltimore School of Law and a Bachelors of Science from Frostburg State College. He was editor and staff member of the University of Baltimore Law Review. COMMISSIONER MORRISANN MARTIN September 10, 2019 Governor Larry Hogan appointed Ms. Martin to the Commission. Ms. Martin is a graduate of Goucher College, and earned her Juris Doctor from the University of Baltimore School of Law.After having spent 10 years in the insurance industry as an adjuster, claims supervisor, and home office examiner, her legal career has been in private practice as a partner at the firm of Downs, Ward, Bender, Hauptmann, and Herzog, P.A. (formerly Morgan Carlo Downs, P.A.) where she represented employers, insurers, uninsured employers, and self-insured employers before the Maryland Workers’ Compensation Commission and Circuit Courts. She is a member of the Maryland State Bar Association’s Negligence, Insurance, and Workers’ Compensation Section, as well as the Workers’ Compensation Section of Maryland Defense Counsel, Inc. Martin also served numerous years on the board of MSIECA (Maryland Self-Insurers’ and Employers’ Compensation Association, Inc.), and has been a lecturer and presenter at the MWCEA annual conference. LAURA MCKENZIE Ms. McKenzie is a principal of the law firm of Franklin & Prokopik. She focuses her civil litigation practice mostly on general liability defense and state workers’ compensation. With honors, Laura received her Juris Doctor from the University of Baltimore School of Law in 1999.She was admitted to the District of Columbia Bar in 2000 and the Maryland State Bar in 1999. COMMISSIONER HOWARD L. METZ Commissioner Metz has more than 30 years’ experience in workers’ compensation and has served as a court-appointed mediator since 2000, conducting mediations and alternative dispute resolutions in Frederick and Washington Counties. Metz received his bachelor’s degree from American University and his Juris Doctor from Rutgers School of Law. AARON R. NOONBERG, PhD Dr. Noonberg graduated from Kent State University followed by internship in The Pittsburgh VA Medical Centers, practicing clinical psychology and neuropsychology handling various worker’s compensation and other forensic matters since 1985. His examinations are equally divided between plaintiff and defense referrals. He also treats these cases and trains interns for the Chicago School of Professional Psychology, having retired from 25 years of teaching abnormal psychology in The Johns Hopkins University. He is co-author of the text Biofeedback: Clinical Applications in Behavioral Medicine and has authored articles in psychology and neuropsychology. CARLOS NIETO, Esq. Mr. Nieto chose to pursue a career in law after completing undergraduate studies. He attended Florida State University College of Law and graduated in 2012. Carlos Nieto passed the bar exam and was admitted to legal practice in 2012.He represents clients with Workers’ Compensation: Employer / Insurance issues in Maryland. He also represents clients with issues. COMMISSIONER JU Y. OH Commissioner Oh received her Juris Doctor from the University of Baltimore School of Law in 2004. Following law school, Ms. Oh served as a Judicial Law Clerk to the Honorable Thomas F. Stansfield from 2005 to 2006. She then joined the law office of Humphreys, McLaughlin & McAleer, LLC as an Associate in 2006. Ms. Oh became a partner at that firm in 2012, where she represented employers and insurers leading up to her Commission appointment in 2019.
